On 25th July Cabinet gave approval to split
workstreams for the Spindles Redevelopment into Project 1
(demolition of TJ Hughes, construction of a new market and events
space and works to the roof) and Project 2 (redevelopment of
internal retail units to create workspace).
An Enabling Works contract was entered into relating to Project 1,
referred to as Enabling Works 1 (EW1).
To maintain programme, it is necessary to ensure the site setup is
suitable for the number of staff involved in piling, mine workings,

RESOLVED - That:
Option 1 is recommended to allow the programme to progress in line
with current agreed programme dates.
Option 1 – progress as set out within
this report and uplift the value of Enabling Works 1 to enable
Willmott Dixon to maintain programme and procure the cabin setup in
preparation for the probing, piling and any grouting that could be
required.
Option 2 – Place the works on hold until Main Works contracts
are in place for the Market, Events and Archive
Option 2.
