Purpose:

The purpose of this report is to request approval to modify the contract which is in place with Tenon FM Limited for the provision of cleaning services linked to the 0-19 Years Children’s’ services to extend the term of the same by 3 months, within which time a structure for bringing the cleaning services in house will be operational; arrangements are in preparation for a 1st July 2023 transfer date.

Decision:

RESOLVED - That:
The Council intends to consider its option with
regard to the future delivery of the cleaning
services and determine the merits of bringing the
cleaning service in-house, which will have both
practical and TUPE considerations, to
conducting a procurement exercise.
The review process is now underway starting
with an analysis of the current cleaning
arrangements, but it will not be possible to
complete the process by 1 April 2023; a further 3
months is needed to formalise any future
arrangements.
To support an uninterrupted transfer of the
service in-house or following a procurement
process, and as a consequence of the limited
transfer timeframe, there is a need to continue
with existing arrangements.

Reasons for the decision:

Option 1 - Approve the modification to the term of
the cleaning services contract with Tenon FM
Limited to change the expiry from 31 March 2023
to 30 June 2023.
This is the recommended option as the time
required to complete a review of a transfer of the
service in-house or a procurement exercise does
not align with the current expiry date of the
contract.
Option 2 - To not modify the Tenon FM Contract
to extend the term
This is not a recommended option as it would
disrupt key cleaning services across 8 sites
which will impact on overall health and safety all
staff and service users

Other reasons / organisations consulted

If not approved, there is significant risk that basic, fundamental services hygiene, facilities required to maintain a clean and efficient service to the children of Oldham would be negatively impacted by a delay, if a full procurement exercise was to be conducted.
