Purpose:

Permission is being sought to approve a 1 year contract to deliver an Ofsted Inspection Readiness Programme for domestic childcare providers (childminders) locally.
Invitation to Tender (ITT) was issued on the North West Portal “The Chest” on 20 December 2021 with a return date of the 7 January 2022.
A comprehensive selection process was undertaken by an evaluation panel and a scoring moderation meeting was held on the 14 January 2022.

Decision:

RESOLVED - That:
To approve Option 1 to award the contract to the organisation chosen during the comprehensive selection process.

Reasons for the decision:

Option 1 -
Approve the award of contract to the organisation chosen during the selection process for the Ofsted Inspection Readiness Programme.
This option poses limited risk to the Council as a formal ITT process has been completed and quality of the submission agreed by the evaluation panel. Any risks to delivery and implementation of the programme will be identified and mitigation put in place. Emerging risks will be managed through formal contract monitoring processes. There is funding through the General Training Budget.
Option 2 -
Not to award the contract to any organisation
This could pose a risk to the sufficiency for childcare in Oldham, as not awarding the contract could lead to poor quality provision for early years and potentially result in an increase of childminder Ofsted judgements becoming less than good.

A comprehensive selection process was undertaken by an evaluation panel and a scoring moderation meeting was held on the 14 January 2022.
