Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: No

Purpose:

To ensure that Oldham residents have access to appropriate and effective HIV/STI testing and treatment services and that Oldham has HIV prevention and support provision in place.
The purpose of the report is to request approval for an extension to the Collaboration Agreement for the procurement of HIV prevention services for the GM Local Authorities to enable Salford City Council, as the lead authority,to enact a 24 month contract extension to the Greater Manchester Sexual Health Improvement Programme (GMSIP) contract with Passionate about Sexual Health (PaSH).

Decision:

RESOLVED - That: Approve a variation to the collaboration agreement to extend the partnering arrangements, with Salford City Council, as lead for a further period of 24 months.

Reasons for the decision:

Option A: Do not extend the collaboration agreement and at contract completion on 30 June 2022, Oldham no longer contribute to the GM commission and the provision of HIV prevention services for Oldham residents is discontinued.
Option B: Proceed to market to procure the provision of a comprehensive GM-wide HIV Prevention Programme for a new service to be in place by 1 July 2022.
Option C: Approve a variation to the collaboration agreement to extend the partnering arrangements, with Salford City Council, as lead for a further period of 24 months. Salford City Council would, in turn, extend the shared contract with PaSH for a term of 24 months.

Alternative options considered:

Option A: Do not extend the collaboration agreement and at contract completion on 30 June 2022, Oldham no longer contribute to the GM commission and the provision of HIV prevention services for Oldham residents is discontinued.
Option B: Proceed to market to procure the provision of a comprehensive GM-wide HIV Prevention Programme for a new service to be in place by 1 July 2022.
