To seek approval for the awarding of the
Festive Illumination Displays for Oldham Council.
The Festive Illumination Displays Contract will be a collaborative
contract to be utilised by both Oldham MBC and Rochdale BC.
Both Councils have decided to continue to collaborate on this
contract due to comparable requirements with a 2-year contract
(September 2021 to September 2023) this was decided on to achieve a
more balanced approach to enable the work to be managed and carried
out more cost effectively and programmed more efficiently post the
Covid -19 pandemic.
RESOLVED - That:
To approve option 1 – To award the contract to the bidder who
has met all the evaluation criteria and previously provided a
high-quality service and the delivery of tangible social value
outcomes.

Option 2 – To not approve the award of the contract would
leave both Oldham and Rochdale in a non-compliant position without
a formal contract in place and could impact on the installation of
the festive lights.

of the process.
