Purpose:

To seek approval for the allocation of resources secured through Section 106 (S106) planning obligations to fund a new community changing facilty at Granby Street playing fields, Chadderton.

Decision:

RESOLVED - To approve the allocation of £204,340.22 (plus any additional interest accrued) to the development of the new changing room facility at Granby Street pitches.

Reasons for the decision:

Option 1 - do nothing. The pitches can be used without changing rooms; however, many teams do not wish to play at sites without changing and therefore do not book the site. Also, the Council has received a Section 106 payment specifically for the provision of a changing facility at Granby Street. If this is not allocated to a changing room scheme within 5 years, then this would have to be re-paid. Doing nothing is therefore not considered a viable option.
Option 2: In order to provide changing facilities quickly, the Council could choose to tender and install a pre-used prefabricated building to provide a changing facility at Granby Street. This would only provide accommodation to support one pitch and would still be challenging given the current funding available. A pre-used prefabricated building would have a limited lifespan and incur high maintenance costs. This option could also delay the development of the Kaskenmoor site due to alternative grass pitch mitigation having to be identified from elsewhere to satisfy Sport England requirements.
Option 3: This is the preferred option. In order to provide changing accommodation to support both pitches and to satisfy Sport England requirements, a traditional brick built changing room has been designed and planning permission obtained. Allocation of the S106 commuted sum, plus any interest accrued to this scheme, would not only protect the existing s106 monies from being returned to the developer and best meet the needs of the site users but also enable the Kaskenmoor site to be developed as soon as planning permission and other consents had been obtained.
