Purpose:

The purpose of this report is to seek an exemption from the contract procedure rules as stated in 21.3 (j) of the rules:
Where an extension for a particular period can be justified, for example where a Service review includes the intention to co-terminate relevant Contracts within a reasonable period.
This will ensure continued provision of Long Acting Reversible Contraception (LARC) via Primary Care (General Practices) signed up to deliver the scheme for the period 1 April 2021 to 31 March 2022 and to align future commissioning activity with the tendering exercise for the Integrated Sexual Health Service which is due to go out to tender during financial year 2021/22 with a contract start date of 1 April 2022.

Decision:

RESOLVED - That: Approve an exemption under clause 21.3 (j) of the contract procedure rules: Where an extension for a particular period can be justified, for example where a Service review includes the intention to co-terminate relevant Contracts within a reasonable period.

Reasons for the decision:

Option A: At contract completion on 31 March 2021, Oldham cease to commission Primary Care LARC provision via General Practice.
Option B: Approve an exemption under clause 21.3 (j) of the contract procedure rule document and extend the current contract for 1 year to co-terminate at the same time as the Integrated Sexual Health Services contract

Alternative options considered:

Option A: At contract completion on 31 March 2021, Oldham cease to commission Primary Care LARC provision via General Practice.
