Oldham Council, as part of the Greater
Manchester Combined Authority (GMCA), committed to continuing to
deliver the A Bed Every Night (ABEN) rough sleeping initiative for
a further 9 months from 1st July 2020. Upon confirmation of funding
to facilitate this a decision was taken by Oldham Council to
continue contracting an external organisation to deliver this
initiative. Due to the short-term nature of this funding it
required a new ‘Phase 3’ tender to be published.
Following a competitive tender process for the delivery of ABEN in
Oldham, the successful tenderer was DePaul. This report therefore
seeks authorisation to award the contract to DePaul.
RESOLVED - That:
1.Approve the recommendation in this paper: Award the tender to
DePaul

but would have repercussions. There has been a GM-wide agreement to
deliver ABEN. It is therefore not recommended that this option is
