To commission Groundwork Bolton, Bury, Oldham and Rochdale to deliver a series of projects across the Borough, with the aim of energising communities around keeping local centres and high streets clean.

RESOLVED - That: the High Street Community Clean Up Fund is to be used to provide a programme of clean ups of high streets and town centres, working with local communities.

Option 1 -
Commission the work to Groundwork as recommended.
Option 2 -
Consideration was given to the possibility of delivering this work in-house. However it was felt that there would not be sufficient capacity to deliver this work alongside other competing priorities.
Option 3 - Consideration was given to a competitive tender process to identify other potential providers. However timescales imposed by Government means that this would make the scheme undeliverable (a separate procurement waiver was prepared and agreed on these grounds)Options 4 - Consideration was given to not delivering against this funding. However this was felt to present a missed opportunity to carry out work against this agenda as well as presenting a risk that this may count against the Council in future funding decisions made by MCHLG
