Purpose:

To approve the deletion of the post of Public Health and Wellbeing Manager and to create the new post of Public Health Business and Strategy Manager. This post has been graded at SM3 under the Council’s job evaluation scheme on NJC Terms and Conditions of Service. It is intended that the current post holder of Public Health and Wellbeing Manager would be appointed to the post of Public Health Business and Strategy Manager with effect from 1st April 2018.

Decision:

RESOLVED - That:
the deletion of the post of Public Health and Wellbeing Manager and to create the new post of Public Health Business and Strategy Manager be approved.

Reasons for the decision:

Option 1 -
To approve the proposal to delete the post of Public Health and Wellbeing Manager and create the new post of Public Health Business and Strategy Manager, with the current postholder taking up this new role. This means that the postholder move on to Council Terms and Conditions, consistent with the rest of the public health team, and would have a job description and grade which more accurately reflects the work they undertake. As the new role more accurately reflects the work that the postholder is already undertaking it is proposed that the change is backdated to 1st April 2018.
Option 2 -
Do nothing.
In this scenario the post of Public Health and Wellbeing Manager would remain. The job description for this post does not reflect the work currently undertaken by the postholder, and does not reflect the current needs of the public health team or wider organisation. This option also carries a risk that a valued member of staff would seek alternative employment.

The post has been job evaluated, reviewed and graded by the pay and reward team. The outcome of the grade and new JD has been shared with the employee concerned. A formal consultation period has happened and questions from the employee have been answered without objection.
