RESOLVED - That: It is recommended that the Provider of the Defined Contribution Scheme be approved as outlined in the report that the provider selected be commissioned to continue to provide life assurance/cover arrangements and the Defined Contribution Pension Scheme and life assurance/cover arrangements are established/mobilised as detailed in the report.

This report seeks delegated approval of:
•The cost of resurfacing A669 Lees Road
•The approval of the appointment of the contractor for the works.
The work forms part of the £6m Highway Investment Programme

RESOLVED - That:
the delegated approval for these works is accepted and that the contract for the works are awarded to Tarmac Trading Ltd

To allocate a share of the above funding to 3 x Oldham primary schools in order to enhance provision for pupils in Oldham with Education, Health and Care Plans by providing sensory provision within the schools.

The purpose of the report is to seek an exemption under rule 21(3) (h) owing to the circumstances of extreme urgency, in order to procure the following:
RDE Associates: Provision of a programme of targeted 1:1 support for schools to explore and address the barriers to offering the 30 hours entitlement.
Achievement for All: Provision of a tailored package of 1:1 support for practitioners from all sectors to increase uptake of 30 hours free early education by children with SEND.

RESOLVED - That:
The services of RDE Associates and Achievement for All are procured to deliver the approved 30 hours delivery support plan.

This report details budget changes within the agreed 2018/19 transport capital programme that are required so the programme continues to reflect current priorities, budgets match expenditure and that take-up of available grant funding is maximised.

RESOLVED - That:
-Agree the required budget changes as outlined in Appendix A to this report so that the programme continues to reflect current priorities, budgets match expenditure and that take-up of available grant funding is maximised.
-Accept the additional grant from the Local Highways Maintenance Incentive Fund (£411k) and the Pothole Action Fund (£402k) and agree the use of these grants on the works outlined in the report.
-Accept a Grant in Aid contribution of £49k from the Environment Agency together with a council resource contribution of £6k for flood defence scheme on Grasmere Road, Royton.
-Agree the transfer of £175k from the school’s capital maintenance budget for the flood defence schemes at Broomes Park, Chadderton.
-Agree a council resource contribution of approx. £43k on the Delph New Road flood defence scheme within the transport capital programme resources

To realign/rephrase capital scheme budgets across the life of the 2018-2022 capital programme

The report seeks approval for the acceptance of the most economically advantageous and methodologically sound tender submission in relation to the reconstruction of the retaining wall adjacent to Torwood Road, Chadderton, to the rear of No. 36 Torwood Road

approval is sought to appoint Westshield Limited, who submitted the most economically advantageous and methodologically sound tender, to commence retaining wall reconstruction works at Torwood Road, Chadderton

The Council has secured funding from the Big Lottery Fund and the former Department for Local Government's Controlling Migration Fund to undertake specific work with migrant communities, asylum seekers and refugees in local areas most impacted by high immigration. The proposals secured funding to appoint a number of posts to undertake targeted work with these specific communities and this report seeks to create and appoint the Emerging Communities Team

The report seeks approval for the acceptance of the most economically advantageous and methodologically sound tender submission in relation to the retaining wall adjacent to no. 24 Stoneswood Road, Delph

RESOLVED - That:
If no works are carried out there is a danger of complete structural failure in the near future. This poses a risk to the public and to the stability of the adjacent garden and residential property. A collapse will also close the adjacent public highway. The reconstruction of the retaining structure removes potential liability to the Council

This report seeks delegated approval of:

•The approval of the appointment of the contractor for the works.

RESOLVED - That:
the delegated approval for these works is accepted and that the contract for the works are awarded to Kier Highways Ltd

The report is to seek approval for the allocation of resources secured through a Section 106 planning obligation to fund the installation of new play equipment and enhanced landscaping improvements to the playscape at Incline Road.

RESOLVED - That:
To approve the allocation of £14,790.35 section 106 resources from DB 301 - Land at Byron Street, Hollinwood. (PA/57174) to Environmental Services for the purposes of the installation of new play equipment and enhanced landscaping improvements to the play scape at Incline Road.

The Council has made a successful application to the Big Lottery Reaching Communities fund for a Welcome to Oldham project to support the integration of new residents in Oldham. The Big Lottery have offered funding of £342,915 over 3 years for the project. The report seeks approval to accept the funding.

RESOLVED - That:
The Council accept £342,915 from the Big Lottery Fund and deliver the activity as outlined within the Welcome to Oldham bid.
