The current contract with Xenzone, for delivery of on-line counselling support services for Oldham’s young people, expires on 31st March 2019. This report seeks approval to fund the service going forward for one more year in accordance with the provisions in the original contract which commenced in 2015 and then to re-procure the activity via a full procurement exercise.

RESOLVED - That: authorise an extension to the current contract covering the financial year 2019/20
Oldham’s objective to see the Borough as a ‘place where children and young people thrive’ is supported by having a range of support for young people around their emotional wellbeing and mental health. There is a continued need for this type of lower level support.

This report details budget changes within the agreed 2018/19 transport capital programme that are required so the programme continues to reflect current priorities, budgets match expenditure and that take-up of available grant funding is maximised.

RESOLVED:
-Agree the required budget changes as outlined in Appendix A to this report so that the programme continues to reflect current priorities, budgets match expenditure and that take-up of available grant funding is maximised.
-Accept a contribution of £3,650 from the West Oldham District Partnership towards footway improvements on Hilda Street, Oldham.
-Accept a contribution of £14,323 from Failsworth

The purpose of the report is to seek approval for the Council to vary the terms of the current agreement with the Secretary of State for Housing Communities and Local Government ('SoS') in respect to the proposed sale of the former Breeze Hill School site.

RESOLVED - That the Council proceed to vary the terms of the existing contract in accordance with the terms and conditions set out in Appendix Two.

The purpose of the report is to seek approval for the Council to accept a surrender of a long-leasehold interest held by the Riverside Group in respect to the now vacant property at 21-25 (odd) Thompson Lane, Chadderton.

RESOLVED - That the Council proceed to accept the surrender of the long-leasehold interest held by the Riverside Group in respect to 21-25 (odd) Thompson Lane. The terms of the surrender are set out in Appendix Two of the report.

The report seeks approval for the acceptance of the most economically advantageous and methodologically sound tender submission in relation to the reconstruction of the retaining wall at A62 Huddersfield Road / Heywood Avenue, Austerlands.

RESOLVED - That:
Option 1 is to reconstruct the existing dilapidated masonry retaining structure using a fibre reinforced concrete structure faced with masonry.

To approve the allocation of Section 106 resources from DB290 - land rear of 433-463 Ripponden Road, Oldham (PA/52663) to Environmental Services for the purposes of Installation of new slide feature in Waterhead Park.

RESOLVED - That:
The allocation of Section 106 resources for the purposes of Installation of new slide feature in Waterhead Park is approved.

To seek approval for the purchase of the following machinery to replace existing old equipment.
- Out Front Deck Rear Discharge Ride on Mower;
- Rear Discharge Banking Machine;
- Quad Bike;
- Verti Quake; and
- Sand Spreader.

RESOLVED - That:
the contracts are to be awarded to the suppliers who have provided the most economically advantageous package in relation to quality and price.

To seek exemption from the Contract Procedure Rules under regulation 21.3 paragraphs (e) of the Contract Procedure Rules in that the services which are required are of a specialist nature and the provision of the service is urgently required.

1.To seek exemption from the Contract Procedure Rules to enter directly into a contract with the National Conservation Service for the provision of specialist advice.
2.To award a contract to the National Conservation Service for specialist advice in relation to OMA and its off-site store.
