The Town and Country Planning (Brownfield Land Register) Regulations came into force in April 2017 and require each local planning authority to prepare and maintain a Brownfield Land Register. This set a deadline for local authorities to publish their first register by 31st December 2017 and to ensure this was updated at least annually. This is our third update to the Brownfield Land Register and this report seeks approval for this update.

The purpose of the register is to provide up-to-date and consistent information on previously developed land that the local authority considers to be appropriate for residential development. The register comprises of two parts: Part 1 includes all brownfield sites considered suitable for residential development and Part 2 is for sites which have been granted (planning) permission in principle.

This report explains the process of preparing the Brownfield Register and sets out the implications for Oldham. As was the case in 2017 and 2018, it is recommended that no sites are proposed for permission in principle. Therefore, the Brownfield Register which is being sought for approval only includes Part 1 sites.

18/12/2019 - Strategic Housing Land Availability Assessment (2019) ref: 3867    Recommendations Approved

The SHLAA is a technical document identifying land that might have potential for housing at some stage in the future, as required by the National Planning Policy Framework (NPPF). This states that a housing assessment should be used to establish realistic assumptions about the suitability, availability and the likely achievability (economic viability) of land to meet the identified housing need. This then determines whether a site could form part of the housing land supply and, if so, when it is expected to be developed.

As well as providing evidence for the housing land position, it will inform the review of the GMSF and Local Plan and provide data for the Brownfield Land Register. The base date of this SHLAA is the 1st April 2019 The last full SHLAA was carried out in 2018 and is reviewed annually, in line with monitoring of the wider Local Plan.

The SHLAA also discusses the latest housing requirements and whether we can demonstrate that there is enough land in the five year housing land supply to meet these requirements.

Through the GMCA, the Home Office has provided funding to the Oldham Community Safety Partnership to enable a robust strategic population health approach and response to be developed.
The creation of the post of Head of Violence Reduction has been determined by the Serious Violence Steering Group to be essential to this work. It is also essential to have the backfill arrangements in place (Community Safety Team Leader duties and Community Safety Officer) to ensure there is no interference to the wider community safety offer.

A deed of variation is sought to extend a contract period with an existing provider, Weight Watchers, to enable the balance of 140 pre-paid weight management vouchers to be used. This will enable for the continuation of the delivery of weight management support packages for eligible adults referred by Primary Care, Early Help and Fit for Oldham (Oldham Council’s employee health scheme). No additional financial investment is required and the contract value for the entire duration will not increase and therefore meets requirements of the Council Procurement rules set out within17.1(b).

Local Authorities have a responsibility for prevention of overweight and obesity and as such in 2017 Oldham Council commissioned the ‘Oldham Weight Loss Voucher Scheme’ from two national weight loss organisations, Slimming World and Weight Watchers, to deliver to the eligible population - i.e. adults with a BMI up to 35kg/m2, resident in Oldham or employed by Oldham Council with no pre-existing eating disorder or untreated medical condition, and who have not self-funded to the weight loss organisation in the last 12 weeks. The contract involved the delivery of weight management support through prepaid (‘voucher’) group activities, printed materials and on-line support for a period of at least 12 weeks, with free further support for individuals meeting weight management targets.
On 15 April 2019 the contract was extended from original end date of 30 April 2019 to 31 October 2019 to enable a balance of 204 pre-paid vouchers to be used. However due to due to lower than expected uptake of the scheme, 140 vouchers were left as of 26 November 2019.
It is being proposed to extend the contract to 31st October 2020 to enable the existing balance to be exhausted. It is anticipated the uptake for the Weight Watchers service would increase as the vouchers for the Slimming World service have been used. This end date will also coincide with the commissioning of a new weight management offer as part of a wider health improvement service.
