To note the Minutes of the Budget Cabinet Meeting held on the 16th February 2015 and to consider the recommendations of Cabinet in relation to the Budget for 2015/16 further to the following attached reports:

 

 

a)    Treasury Management Strategy Statement 2015/16

b)    Capital Strategy and Capital Programme 2015/2020

c)    Housing Revenue Account Estimates for 2014/15 to 2018/19

d)    Statement of the Financial Officer on Reserves, Robustness of the

Estimates and Prudence of Capital Investments

e)    Budget Report 2015/16

f)     Opposition Budget Report 2015/16

g)    Medium Term Financial Strategy 2015/16 to 2019/20

 

 

 

And if thought fit, pass the following resolutions:

 

1  That it be noted that on 26 January 2015, the following amounts were approved

    by the Cabinet as the Council's Council Tax Base for the financial year 2015/16:

 

 

 

(a) 53,401 for the whole Council area [Item T in the formula in Section 31B of the   

     Local Government Finance Act 1992, as amended (the "Act")]

 

 

 

(b) 8,237 for dwellings in the Saddleworth Parish area to which a Parish precept

       relates

 

 

 

       5,270 for dwellings in the Shaw and Crompton Parish area to which a Parish

       precept relates

 

 

2  That the Council Meeting approve the Council Tax Requirement for the Council’s

    own purposes for 2015/16 (excluding Parish precepts) as being £74,384,923                  

 

 

 

 

              3  That the following amounts be calculated by the Council for the year 2015/16 in

                  accordance with sections 31A to 36 of the Local Government Finance Act 1992:

 

 

    

 (a) £645,305,404

 

being the aggregate of the amounts which the Council

estimates for the items set out in section 31A(2) of the

Act taking into account any Precepts for the Saddleworth

and Shaw & Crompton Parish areas

 

 

                          

(b) £572,681,435

 

being the aggregate of the amounts which the Council

estimates for the items set out in section  31A(3) of the

Act

 

 

 

(c)   £72,623,969

 

being the amount by which the aggregate at 3(a) above

its Council Tax Requirement for the year (Item R in the

being the amount at 3(c) above, all divided by Item T

area to which one or more special items relate.

 

 

              4   That it be noted that for the year 2015/16 the Police and Crime Commissioner for

                   Greater Manchester and the Greater Manchester Fire and Rescue Authority have

                   issued precepts to the Council in accordance with section 40 of the Local          

                   Government Finance Act 1992, for each category of dwellings in the Council's

                   area as indicated in the table below.

 

 

              5   That the Council, in accordance with Sections 30 to 36 of the Local Government

                   Finance Act  1992, hereby sets the aggregate amounts shown in the tables below

                   as the amounts of Council Tax for 2015/16 for each part of its area and for each

Minutes:

The Mayor requested and it was RESOLVED that Council Procedure Rule 10.7, Rules of Debate, be suspended to enable the Leader of the Council to exceed the time limit for his contribution in moving the Administration budget to 15 minutes and the Leader of the Opposition Group in moving the opposition budget, a time limit of 10 minutes. Both the Deputy Leader of the Council in seconding the Budget motion and the Deputy Leader of the Opposition in seconding the subsequent amendment be given 5 minutes to speak with a 30 seconds extension. All other speakers would be limited to 4 minutes and 30 seconds.

The Mayor informed the Council that recent regulations had been implemented which would require recorded votes on specific decisions at the budget meeting; Members would be advised when a recorded vote was required.

Prior to considering the budget proposals, the Mayor asked the Council to note the draft Minutes of the Cabinet meeting held on 16th February 2015 as circulated around the chamber with a slight amendment at Item 13 Budget 2015/16 3rd paragraph should read “budget gap for 2015/16 of £35.229m “ not £39.229m. The minutes were AGREED.

 

RESOLVED that the Minutes of the Cabinet meeting held on 16th February 2015 be noted.

 

a)    Treasury Management Strategy Statement Report 2015/16

 

Councillor McMahon MOVED and Councillor Jabbar SECONDED the report of the Interim Borough Treasurer, which presented the strategy for 2015/16 Treasury Management activities including the Minimum Revenue Provision Policy Statement, Annual Investment Strategy and Prudential Indicators.

 

Councillors McCann and Heffernan spoke on this item. Councillor McMahon exercised his right of reply.

 

RESOLVED that:

1.    The Capital Financing Requirement Projection as per paragraph 2.2.3 of the report be approved;

2.    The Minimum Revenue Provision policy and method of calculation as per section 2.3 of the report be approved;

3.    The projected treasury position as at 31/03/2015 as per paragraph 2.5.3 of the report be approved.

4.    The Treasury Limits for 2015/16 to 2017/18 as detailed in sections 2.6.2 and 2.6.3 of the report be approved;

5.    The Borrowing Strategy for 2015/16 as per section 2.9 of the report be approved;

6.    The limits to interest rate exposures as set out in section 2.10.2 of the report be approved;

7.    The upper and lower limits on fixed rate debt maturity structure as set out in Section 2.10.3 of the report be approved;

8.    The Annual Investment Strategy, as per section 2.14 of the report, including the investment credit rating criteria and the level of investment in non-specified investments, be approved.

b)    Capital Strategy and Capital Programme 2015/2020

 

Councillor McMahon MOVED and Councillor Jabbar SECONDED the report of the Interim Borough Treasurer which set out the Capital Strategy for 2015/16 to 2019/20 and thereby the proposed 2015/16 Capital Programme including identified capital investment priorities, together with the indicative programme for 2016/20, having regard to the resources available for the five year life of the programme.

 

Councillor McCann spoke on this item. Councillor McMahon did not exercise his right of reply.

 

RESOLVED that:

1.    The Capital Strategy for 2015/20 at Appendix 1 of the report and summarised in section 2.1 of the report be approved.

2.    The Capital Programme for 2015/16 and indicative programmes for 2016/17 to 2019/20 as set out in section 2.2 and Annex C of Appendix 1 to the report be approved.

 

c)    Housing Revenue Account Estimates for 2014/15 to 2018/19

 

Councillor Hibbert MOVED and Councillor Jabbar SECONED the joint report of the Interim Borough Treasurer and the Executive Director Economy and Skills, which set out the latest Housing Revenue Account (HRA) outturn estimates for 2014/15, the detailed budget for 2015/16 and strategic estimates for the three years 2016/17 through to 2018/19. The report also set out the recommended dwelling, non-dwelling rent and service charge increases to be applied from April 2015.

 

Councillor McCann spoke on this item. Councillor Hibbert exercised his right of reply.

 

RESOLVED that:

1.    The forecast HRA out-turn for 2014/15 be approved.

2.    The proposed HRA budget for 2015/16 be approved.

3.    The strategic estimates for 2016/17 to 2018/19 be approved.

4.    The proposed increases in dwelling rents, non-dwelling rents, service charges and leaseholder service charges, be approved.

 

d)    Statement of the Chief Financial Officer on Reserves, Robustness of the Estimates and Affordability and Prudence of Capital Investments

 

Councillor McMahon MOVED and Councillor Jabbar SECONDED the report of the Interim Borough Treasurer which sought approval for the level of balances necessary to support the 2015/16 budget and requested that the actions necessary to secure a properly balanced budget and prudence of capital investments be noted.

RESOLVED that:

1.    The General Balances currently calculated for 2015/16 at £17,704k financed by an element of the underspend reported for the financial year 2013/14 be agreed.

2.    The initial estimates of General Balances to support the 2016/17 and 2017/18 budgets which stood at £18,075k and £18,458k and reflected the increased budgetary challenges for these financial years be noted.

3.    The intended report to the Audit Committee at the financial year –end to ensure the Council reserves were subject to appropriate scrutiny, be noted.

4.    The actions necessary to secure a properly balanced budget as noted in paragraph 4.5 of the report be agreed.

5.    The actions necessary to ensure the prudence of the capital investments as noted in paragraph 5.4 of the report be agreed.

 

e)    Administration Budget Proposals 2015/16

 

Councillor McMahon MOVED and Councillor Jabbar SECONDED the report of the Interim Borough Treasurer which presented the final position of the Administration’s budget report and budget proposals for 2015/16 and the impact of the Final Local Government Finance Settlement and other financial issues . The report also set out the current position in relation to the budget for 2016/17 and beyond.

 

Councillor McMahon thanked the front line staff for their contribution to the Budget proposals. All Members joined Councillor McMahon in paying tribute to the front line staff.

1.    The net revenue budget for 2015/16 for the Council set at £195.800m be approved.

2.    The acceptance of the Council Tax Freeze Grant be approved.

3.    The savings proposals to balance the 2015/16 budget of £7.758m as set out in Appendix D to the report in summary and in Appendix E in detail be approved.

4.    The Council Tax for 2015/16 as set out in Appendix H to the report be approved.

5.    The total draw on the Collection Fund of £85.595m for Borough Wide services with £74.384m for Council services be approved.

6.    The Fees and Charges schedule as set out at Appendix F to the report be approved.

7.    The increase in the required savings for 2016/17 by £4.393m to £29.489m be approved.

8.    The Council’s Pay Policy Statement as set out in Appendix I to the report be approved.

9.    The approval of £27.471m of savings as set out in Appendices B and C to the report be confirmed.

10.The lack of requirement to hold a referendum on the change in the relevant Basic Amount of Council Tax be noted.

11.The possibility to change the savings target for 2016/17 as a result of developments during 2015/16 be noted.

 

f)     Medium Term Financial Strategy 2015/16 to 2019/20

 

Councillor McMahon MOVED and Councillor Jabbar SECONDED the report of the Interim Borough Treasurer, which presented the Medium Term Financial Strategy (MTFS) for the financial years 2015/16 to 2019/20 having regard to the uncertainties around a number of issues, including the level of reductions in future funding from Central Government and the consequent changes required of the Council.

RESOLVED that it be noted that for the year 2015/16 the Police and Crime Commissioner for Greater Manchester and the Greater Manchester Fire and Rescue Authority have issued precepts to the Council in accordance with section 40 of the Local Government Finance Act 1992, for each category of dwellings in the Council’s are as indicated in the table below.
