Consideration was given to a report of the West Oldham District Coordinator on the progress made toward achieving the objectives outlined in the West Oldham District Plan approved by the Committee on 8th June 2016.

 

With regards to the first priority on the district plan, Improving the environment, it was reported that a steering group had been set up to oversee and support the review of Council’s policy and processes to tackle fly tipping.

Some cameras and the relevant signage had been purchased by Environmental Enforcement to be placed in areas at greater risk of fly tipping, prior consultation with the relevant Ward Members.

The Committee welcome the formation of the steering group. However, concerns were raised for the delay in addressing the issue of where the cameras should be deployed.

 

Members requested to receive an update from the Head of Public Protection on the status of the plans to deploy resources and technologies to hot spots for fly tipping and relevant timelines.

 

With reference to Improving Community Facilities, the Committee also received an update on the environmental improvement projects carried out by the Freehold Group in Oxford Street and Tamworth Street. Contacts had been established with some residents in Medlock Vale to look at environmental activities in the area which would see the involvement of a community school and the Homewatch / Environmental Champions.

 

Members were informed of the positive outcomes of various activities carried out by a group of ladies attending Clarkwell Tenants Hall.  Issues concerning anti-social behaviour had been reported at Fitton Hill Neighbourhood Centre. However, the matter was being addressed through partnership work. Grange pitch had been advertised for disposal; a community group had registered an interest in a Community Asset Transfer for the site.

 

With regards to Health and Lifestyle, Members were informed that Oldham Clinical Commissioning Group and Public Health had commissioned preventative plans for the locality. General Practitioners, Nurses and Council’s Officers had met to look at key health problems to support local people.

 

In relation to Community Safety, Members were informed that some issues had been reported on anti-social behaviours at Metrolink stops. Burglary figures had reduced. A further meeting with Greater Manchester Police would take place in May 2017

 

With regards to Improving Community Facilities, the Committee agreed to invite representatives from the Community Group Network (CGN) and Eden project to the next DE meeting to provide feedback on their funded projects.

 

RESOLVED that:

1.    A meeting with the Head of Public Protection to discuss progress on deploying resources and technologies to address the issue of fly tipping in West Oldham be arranged as soon as possible.

2.    Improving Community Facilities - To invite the CGN and Eden project to the next DE meeting to provide feedback on their funded projects.

This is a standing item concerning the petitions submitted to the District Executive of West Oldham. The petitions will be considered in accordance with the Council’s petition scheme.

 

Minutes:

The Committee gave consideration to a report of the Constitutional Services Officer on petition Ref. 2017-02 concerning a request for a gated area at rear of houses on Block Lane – Hampshire Road and Huntington Avenue, received on 21st February 2017. The petition had been signed by 15 residents.

 

West Oldham District Coordinator informed the Committee that a conversation had taken place with the Lead Petitioner to explain that the existing number of signatures was not sufficient to process the request as per Council’s policy on alley gating. Further contact would be made by the Lead Petitioner once the required number of signature was reached.

 

RESOLVED that the information concerning Petition Ref. 2017-02 be noted.

The next meeting of the West Oldham District Executive will be held on Wednesday 14th June 2017 at 6pm, subject to Annual Council’s approval of the Municipal Calendar for 2017/18.
