The District Executive gave consideration to an update on the West Oldham District Plan. 

 

Members were provided with an update on the purchase of enforcement cameras.  Different types had been procured, live trials would take place for determination of how effective they were and the preferred option.  The impact on officers’ time on performing enforcement duties would also be assessed.  Members expressed disappointment in the delay as this had been seen as a priority.  Members requested a timetable for the implementation of the cameras.  This would be progressed with senior officers.

 

Members were informed of activity which had been well received by the community at the Clarkwell Community Centre. First Choice Homes Oldham (FCHO) managed the use of the building and the activities.

 

Members sought clarification on the progress of environmental events in Werneth and Coldhurst and it was explained that proposals were to be progressed.  Werneth and Freehold clean-ups had gone well and a further session was planned on 28 February.  Members sought and received clarification on the placement of planters, the planting scheme and community involvement near Cornwall Street.  Members received an update on the litter picking events in Coldhurst ward.  

 

Members referred to the Homewatch Schemes which had been developed.  Concerns were expressed about the level of crime and burglary rates.  A meeting had taken place in the Coldhurst Ward.  Meetings will be arranged for the Werneth and Coppice areas.  Members requested that representatives from Greater Manchester Police attend a future meeting in order to provide an update on key issues in the areas and residents’ concerns.  Regular contact was needed with the perception of an increase of crime in the area. 

 

Members requested their thanks be recorded for the work of the District Co-ordinator on the Homewatch Scheme.

 

Members requested an update on the street lighting in the Westwood Metrolink area and were informed that TfGM had agreed to fund the lighting.  Fundng which had been allocated for this purpose would now need to be reallocated. 

 

Members raised the issue of flytipping and the impact on residents and also the visual and environmental impact.  A long term solution was needed which was sustainable.  Members expressed concern at the time taken for the removal of flytipping.

 

RESOLVED that:

 

1.     The update and information provided at the meeting on the West Oldham District Plan be noted.

2.     The timetable for the installation of enforcement cameras be progressed as a matter of urgency.

3.     Greater Manchester Police be requested to attend a future meeting to discuss key issues in the area.

4.     The Coldhurst members thanks to the District Co-ordinator for the establishment of the Homewatch Scheme be recorded.
