The District Executive is asked to elect a Vice Chair for the Municipal Year 2016/17.  The Vice Chair will chair the District Executive meeting in the absence of the Chair.

RESOLVED that Councillor Hewitt be elected as Vice Chair of the Saddleworth and Lees District Executive for the Municipal Year 2016/17.

Apologies for absence were received from Councillor Kirkham and Councillor McCann.

There were no public questions received.

The Minutes of the Saddleworth and Lees District Executive held on 17^th March 2016 are attached for approval.

RESOLVED that the minutes of the Saddleworth and Lees District Executive held on 17^th March 2016 be approved as a correct record.

The District Executive gave consideration to a report which outlined the proposed Saddleworth and Lees District Plan.  The plan set out the framework of priorities and actions for the guidance of the District Executive and Councillor budgets for the financial year 2016/17.   Workshop sessions had been held and issues had been raised at sub-group and district meetings. 

RESOLVED that the proposed Saddleworth and Lees District Plan for 2016/17 be approved.

The District Executive gave consideration to a report which advised of the breakdown of expenditure from the financial year 2015/16 and for the potential budget commitments for 2016/17.  The commitments which had been made in line with the district priorities were discussed.

RESOLVED that:

1.       the funding allocations made during the financial year 2015/16 be noted.

2.       the allocation of £5,016 for Christmas lights in 2016 be approved.

3.       the allocation of £3,965 for winter maintenance support be approved.

4.       the allocation of £2,580 for summer and winter planting in 2016/17 be approved.

5.       the allocation of a maximum of £15,000 for support to the 2017 band contest be approved.

6.       the allocation of funding for the Above and Beyond Awards be allocated from ward councillor budgets following receipt of a breakdown of expenditure.

7.       the allocation of funding from individual Councillor allowances for the generation of additional revenue not be agreed.

This is a standing item related to Petitions received regarding the Saddleworth and Lees area for consideration by the District Executive in accordance with the Council’s Petition Scheme.

The District Executive gave consideration to two petitions which had been received:

·       2016-04:  Petition regarding parking restrictions at Hollins Road/Birks Avenue Junction (Saddleworth West and Lees Ward); and

·       2016-05:  Petition regarding traffic around Knowsley Primary School (Saddleworth West and Lees Ward).

The District Executive were provided with an update on the actions taken related to the petitions.

RESOLVED that the petitions received and actions taken be noted.
