The Chair opened the meeting and then adjourned to allow the District Partnership meeting to be concluded.

RESOLVED that the minutes of the Saddleworth District Executive meeting held on 15th October 2015 be approved as a correct record.

Consideration was given to a report of the Saddleworth District Coordinator on the breakdown of expenditures to date and proposals for expenditures from the Saddleworth and Lees District Executive revenue and capital budgets for 2015/16.

 

It was noted that a meeting had taken place with the Chief Executive of Oldham Community Leisure to discuss the option of ring-fencing the remaining capital spending funding to improve Saddleworth Leisure Centre car park. Oldham Community Leisure had offered to manage the project free of charge. Finance had been consulted and it had been confirmed that the process was lawful. Elected Members had also requested that yellow lines were used as part of the project.

 

A discussion took place on whether the additional central revenue pot that had been created with the allocation of £500 from each individual Councillor allowance to fund district projects, could be used to replace the flags that had gone missing from Saddleworth library since August. A quote of £1021.10 for replacing the flags had been provided. It was observed that this expenditure should be covered through the individual Councillor allowance.

 

It was MOVED by Councillor Sheldon and SECONDED by Councillor Kirkham that the cost of replacing Saddleworth Library flags be covered by the individual Councillor Allowance.

 

Being put on vote, THREE VOTES were cast IN FAVOUR of the proposal and THREE VOTES were cast AGAINST. The Chair used his casting vote in favour of the proposal.

 

Following a discussion on whether the additional central revenue pot could be used to improve Saddleworth footpaths, it was agreed to check first whether the Borough budget should be used to pay for this cost. It was agreed that Saddleworth District Coordinator would check with Finance and report at the next meeting. 

 

RESOLVED that:

1.    The funding allocations made during 2015/16 (the breakdown attached for information in appendix 1) be noted.

2.    The remaining £24,000 capital funding be provisionally allocated to support car park improvements at Saddleworth Leisure Centre.

3.    Funding up to £1,500 be allocated to support community development work across the District.

4.    The allocation of £300 to purchase new instruments for Dobcross Youth Band be agreed. 

5.    Individual Councillor allowance be used to pay for the expense of replacing Saddleworth Library flags.

Date and Time of Next Meeting

The date and time of the next Saddleworth and Lees District Executive meeting will be Thursday, 28th January 2016 at 7.00 p.m.

It was noted that the meetings of the Saddleworth District Executive should commence at the end of the District Partnership meeting.

 

RESOLVED that the next meeting of the Saddleworth and Lees District Executive take place on Thursday 28th January at 7pm or at the rise of the Saddleworth District Partnership meeting, whichever is the later.
