Councillor Garry declared a personal interest in Item 6 by virtue of her partner being employed by Greater Manchester Police.

There were no public questions received.

The Minutes of the Failsworth & Hollinwood District Executive held on 13^th October 2016 are attached for approval.

RESOLVED – That the minutes of the meeting of Failsworth and Hollinwood District Executive meeting held on the 13^th November 2016 be approved as a correct record.

Consideration was given to a report of the Oldham Division, Local Policing Team which provided Members with Crime and Anti-Social behaviour statistics between the dates of 28^th September and 17^th November 2016 in Failsworth and Hollinwood.

The District Executive expressed disappointment that a Member of the local policing team was not present. The District Coordinator advised the meeting that the team were unable to attend due to their shift patterns but would look into aligning their availability and District Executive meetings.

A number of observations were made on the report including:

·         Recommendation of attendance at the Community Engagement Event – A day in the life of a Police Sergeant

·         Residents needed to be extra vigilant during December following two recent burglaries in the Failsworth District.

RESOLVED – That the content of the Oldham Division, Local Policing Team report for the period 28^th September 2016-17^th November 2016 be noted.

The District Executive gave consideration to a report of the Failsworth and Hollinwood District Coordinator which provided detail of the current spend/commitments of the Revenue and Capital budget allocated to the District Executive and individual Councillor budgets 2016/17.

Further information was requested on the Capital Budget, Failsworth East – Removal of chicane on Stansfield Street. The meeting was advised that a Member of the Highways team would update the District Executive.

In relation to the overall capital budget, Members suggested that due to the reduction in the need for Alleygating schemes could a review take place on the amount of capital budget allocated to wards.

In relation to the Individual Councillor Budgets the following observations were made:

• Failsworth East – Street Greening Project, care needed to be taken during Autumn /Winter months to ensure falling leaves were not blocking gullies or causing trip hazards.
• Failsworth West – Grit Bin Refill, A Member raised the matter of spend on grit bin refill and advised that in their opinion the amount seemed excessive.
• Hollinwood – Hollinwood Cricket, Bowling and Social Club – Summer activities, A Member question the allocation amount. The District Executive were advised that the funds had been allocated to run a Summer programme for local children and the costs had included qualified sports coaches.

Members were asked to consider and agree funding Summer and Winter Planting for 2017:

• Hollinwood - £3671.58
• Failsworth East - £2885.32
• Failsworth West - £692.66

A member asked if the Failsworth Pole would having planting for 2017 and was advised that the Pole was included in the central funding for Summer and Winter Planting 2017however if the Member was minded, a request could be made to the District Executive to fund further planting or the funds from their Induvial Councilor budget could be allocated to the Failsworth Pole.

RESOLVED – That:

1. The funding allocation and current spend in relation to the Failsworth and Hollinwood Budget as detailed within the report be noted.
2. The following allocation for Summer and Winter planting for 2016/17 be agreed.
   1. Hollinwood - £3671.58
   2. Failsworth East - £2885.32
   3. Failsworth West - £692.66
