RESOLVED that the minutes of the meeting of the Failsworth and Hollinwood District Executive held on 9th June 2016 be approved as a correct record.

Citizens Advice Bureau Reports.

Consideration was given to the progress reports of the Citizens Advice Bureau (CAB) on the debt advice sessions that had been held in Failsworth and Hollinwood District from 1st March to 31st May 2016 and from 1st June to 30th June 2016.

 

Elected Members observed that, through the CAB action, the amount of debt rescheduled and the additional income raised through eligible benefit payment generated monetary capacity that could be spent locally. Therefore, it was acknowledged that the District Executive’s funding allocation to commission CAB sessions in the District represented good value for money.  

 

The District Executive also considered a report of the Local Policing Team (Oldham Division - Greater Manchester Police) which outlined the statistics on Anti-social Behaviours, Violent Crime, Hate Incidents in Failsworth and Hollinwood District.

 

Elected Members congratulated the Local Policing Team representative for the outcomes of the measures that had been put in place to stop anti-social behaviours in the area.

 

Elected Members asked to clarify what would be the Local Policing Team response when residents’ issues were reported. It was explained that the Neighbourhood Officer would be made aware of the matter and, on the basis of current resources, patrolling would be prioritised.

 

A discussion took place on the opportunity of installing a camera to monitor Failsworth canal path in order to deter anti-social behaviours. It was explained that British Waterways would need to be consulted.

 

RESOLVED that the Partners Update be noted.

Consideration was given to a report of the Unity Partnership on the opportunity of introducing double yellow lines on Medlock Road Woodhouses. This had followed a request from residents who had complained about obstructive parking generated by customers of the Dog and Partridge Pub.

 

Elected Members considered that there was not enough evidence to make an informed choice. Therefore, it was agreed that further information and statistics about incidents in the area would be requested from Unity Partnership.

 

RESOLVED that:

1.    The content of the report be noted.

2.    Further information be provided by Unity Partnership with regards to the number of incidents in the area specified in the report.

Failsworth and Hollinwood Budget Report pdf icon PDF 108 KB

Minutes:

The District Executive gave consideration to a report of the Failsworth and Hollinwood District Coordinator on the funding allocation and the current spend for the Failsworth and Hollinwood District Executive for the municipal year 2016/17.

 

Elected Members also discussed the possibility to allocate the same amount (I.E.: £2,375) that had been allocated in the previous municipal year to Summer/Winter planting.  The figure would need to be split between the three wards. It was also considered not to allocate a specific amount, in order to agree the exact figure at a later stage.

 

The District Executive agreed to allocate £4,598 (per each ward) to the Citizen Advice Bureau District Sessions.

 

RESOLVED that:

1.    Funding of £1300 for Failsworth Christmas tree, Failsworth Pole be approved.

2.    Funding of £400 for dressing of Christmas tree at Failsworth Pole be approved.

3.    Funding of £1000 for dressing Failsworth Pole be approved.

4.    Funding of £400 for dressing of Christmas tree at Hollinwood be approved.

5.    Funding of £2,375 be allocated for Winter/Summer planting (this amount to be split between the three wards)

6.    Funding of £4,598 per ward be allocated to Citizen Advice Bureau District Sessions.
