Minutes:

Councillor Garry declared a personal interest on Item 10 – Failsworth and Hollinwood Police report by virtue of her spouse’s employment with Greater Manchester Police.

Public Question Time

To receive Questions from the Public, in accordance with the Council’s Constitution.

Minutes:

Two public questions had been submitted for this evening’s meeting. However, as the questioners were not in attendance to receive the response, it was agreed that a written reply would be sent to them; Failsworth and Hollinwood Councillors would receive a copy of the response.

RESOLVED that the minutes of the Failsworth and Hollinwood District Executive meeting held on 17th March 2016 be approved as a correct record.

 

6.

Election of Vice Chair

The District Executive is asked to elect a Chair for the Municipal Year 2016/17.

Minutes:

The District Executive was asked to nominate a Vice-Chair for the duration of the Municipal Year 2016/17.

 

RESOLVED that Councillor Briggs be elected Vice-Chair of the Failsworth and Hollinwood District Executive for the duration of the Municipal Year 2016/17.

7.

Nominations to Outside Bodies and Sub-Groups

Members are invited to nominate representatives to the Contour Housing Board and Oldham Old Peoples Welfare Organisation.

 

Minutes:

Appointments to Outside Bodies (I.E.: Contour Housing Board and Oldham Old People’s Welfare Association) for the Municipal Year 2016/17 had been delegated by Full Council, at its annual meeting on 18th May 2016, to Failsworth and Hollinwood District Executive.

 

RESOLVED that:

1.    Councillors Stretton and Williams be appointed to the Contour Housing Board.

2.    Councillor Fielding be appointed to Oldham Old People’s Welfare Association.

Failsworth and Hollinwood District Plan Report and Final Draft pdf icon PDF 25 KB

Minutes:

Consideration was given to a report of the Failsworth and Hollinwood District Coordinator which outlined the priorities for the district. These had been identified using data, statistics and community intelligence. An action plan had also been developed which set the objectives linked to the district priorities and identified the necessary resources. This data formed Failsworth and Hollinwood District Plan for 2016/17. 

 

It was decided that each Ward Councillor would take the leadership of one of the priorities outlined in the District Plan.

 

The District Executive also approved a minor amendment to one of the objectives in the plan (I.E.: Improving the Environment - to add Kensington Rd and Totton Rd to the Street Tree Planting Scheme).

 

RESOLVED that:

1.    The content of the report be noted.

2.    A minor amendment to one of the objectives in the District Plan (I.E.: Improving the Environment - to add Kensington Rd and Totton Rd to the Street Tree Planting Scheme) be agreed.

3.    The priorities and subsequent actions outlined in the District Plan be agreed.

4.    Each Ward Councillor take the leadership of one of the priorities outlined in the District Plan as below:

a.    Community resilience and building a cooperative approach – Councillor Fielding.

b.    Improving health and wellbeing – Councillor Williams.

c.    Improving the environment – Councillors Brock and Garry.

d.    People feeling safe in their local area – Councillors Brock and Garry.

e.    Education Attainment and Employment – Councillors Briggs and Stretton.

To update the District Executive with District and Councillor budgets

Minutes:

Consideration was given to a report of the Failsworth and Hollinwood District Coordinator on the financial resources assigned to the District for the Municipal Year 2016/17.

 

RESOLVED that:

1.    The content of the report be noted.

2.    The funding available to Failsworth and Hollinwood District Executive for the Municipal Year 2016/17 be noted.

3.    Failsworth and Hollinwood District Executive budget be aligned to the priorities and objectives listed in the District Plan.

To update the District Executive with the Failsworth and Hollinwood Police report

Minutes:

The Chair welcomed Inspector Michael Kennedy-Smith and Sergeant Paul Archer, from Greater Manchester Police, who attended this evening’s meeting to present the new Oldham Local Policing Model.

 

It was explained that the new policing model had been introduced on 9th May 2016 to move to a “place based” approach with strong, integrated Neighbourhood Policing. This would allow more Police presence on the streets to engage communities and partners in identifying problems and providing an integrated response. However, Police intervention would always take place when people were vulnerable, in danger or distressed.

 

Elected Members sought and received clarification of the following matters:

     Anti-social behaviours in Failsworth Memorial Park, bowling green; also young people riding their bikes on pavements in Failsworth West - The enforcement measures were listed. However, the focus of the Police was on the preventative work carried out by the Neighbourhood Beat Officers, such as school talks, advising parents and engaging with young people in the community. These actions were part of a new programme on anti-social behaviours that had replaced Operation Tuscan.

     Reduced numbers of Police Community Support Officers (PCSOs) in Failsworth West – It was explained that resources allocation was subject to ongoing scrutiny and review. New recruiting was taking place and PCSOs deployed to other areas could intervene in Failsworth West when necessary.

     Effectiveness of the new model – It was explained that an increased demand and less resources led to a model where responsibilities would be shared with all partner agencies and members of the public.     

 

The District Executive thanked Greater Manchester Police representatives for the presentation.

 

RESOLVED that:

1.    The content of the presentation on the Oldham New Policing Model be noted.

2.    Figures be provided by Sergeant Archer on the number of warning letters that had been sent last year by the Police to the parents of those children who had displayed anti-social behaviours.
