RESOLVED that the minutes of the Failsworth & Hollinwood District Executive held on 6th June 2013 be approved as a correct record.

Petitions

This is a standing item relating to Petitions received relating to the Failsworth & Hollinwood District Executive area for consideration by the District Executive in accordance with the Council’s Petition Scheme. No new petitions have been received, and two petitions previously referred for investigation are included on the agenda for consideration.

7.

Petition: Pole Lane, Failsworth pdf icon PDF 3 MB

The purpose of this paper is to consider a petition submitted to the Failsworth District Executive for the removal of through traffic from Pole Lane, Failsworth.

Minutes:

The District Executive considered a report which outlined the recommended action in relation to a petition, requesting permanent road closure of Pole Lane, Failsworth.

 

RESOLVED that Pole Lane, Failsworth, remain a through route.

 

8.

Petition: Request for Residents Parking - Beech Street, Failsworth pdf icon PDF 3 MB

The purpose of this paper is to consider a petition submitted to the Council for the introduction of residents only parking within Beech Street, Failsworth.

Minutes:

The District Executive considered a report which outlined options in relation to a petition, requesting residents parking on Beech Street, Failsworth.

 

Members raised a residents parking scheme would not alleviate the situation of Oldham Road residents parking on Beech Street, however the removal of double yellow lines on Old Road would free up additional parking spaces.

 

RESOLVED that consideration of residents parking on Beech Street, Failsworth be deferred for 12 months, to enable it to be revisited after the impact of removing the double yellow lines on Old Road can be assessed.

 

9.

Failsworth and Hollinwood District Budget Report pdf icon PDF 57 KB

To advise the Failsworth & Hollinwood District Executive of the funding from the budget 2013-2014 which has been either committed or already spent. (See Appendix A) and the funding available to spend during the remainder of 2013/14. The District Executive will also be asked to consider funding a number of projects or pieces of work (see Appendix B and C).

The District Executive considered a report advising of the budget for 2013-14, including existing commitments, and remaining funds. It also sought consideration of funding for a number of projects and areas of work.

 

RESOLVED that:

1. The funding allocations made by the District Partnership on the 2013-14 budget be noted.

2. The remaining funding available for the District Executive for 2013-14 be noted.

3. The allocation of £4,500 for alleygating at the Brookdale, Dovedale and Beresford Street Project Area in Failsworth West be approved.

4. The allocation of £5,000 for community safety initiatives across the Failsworth and Hollinwood District be approved.

The District Executive considered district updates relating to Highways, Regeneration and Police. The Citizens Advice Bureau report was not made available for the meeting.

 

Discussions took place regarding:

·        Highways:

o       Members for clarification on what works were being undertaking on the A6104 Hollins Road, which were due to commence in September 2013.

o       Failsworth West Members wished to allocate their remaining £21,000 of highways funds towards Dean Street, and for the remainder to be funded from the highways investment programme.

o       Hollinwood Members wished to allocate their remaining £53,000 of highways funds towards School Road / Byron Street.

o       It was reported that a meeting had been arranged to discuss works to the surrounding area of Westminster Road.

o       Failsworth East Members wished to allocate their remaining highways funds towards Wesley Street and Norman Street.

o       It was reported that over £1 million funding had been agreed for works to Oldham Road from Manchester to the M60. A community forum was to take place to engage with residents at an early stage.

o       Members raised the need to meet with Metrolink officers on site regarding signage issues and tidying of the surrounding area at the Failsworth station, and the Chair informed that a meeting had been arranged.

·        Regeneration:

o       The Chair informed that he was to meet with the Director of Development and Infrastructure regarding the content of reports to future meetings of the District Executive.

o       In relation to the Limehurst Estate development in Hollinwood, Members requested that land at Lower Lime Road be excluded from future development. While assurance had been given that the land was not to be developed on at present, Members were concerned that it could be in the future.

o       Members discussed the use of Faithworks Church, and it was proposed that if the Council owned the site, the proposed use could be controlled, and could speed up the demolition process.

·        Police:

o       The Chair reported that he was following up concerns raised at the previous meeting.

o       Members raised concerns regarding response times to break-ins being over 24 hours. The Chair reported that he would take this up with the inspector.

 

RESOLVED that

1. The District Updates be noted.

2. That the remaining £21,000 highways funds for Failsworth West be allocated towards Dean Street, and the Leader of the Council be requested to fund the rest of the scheme from the highways investment programme.

3. That the District Executive does not support development on the land at Lower Lime Road, and request that the Executive Director, Neighbourhoods, to take into account the views of the District Executive on this matter.

4. That the Executive Director, Neighbourhoods, be requested to explore the acquisition of the Faithworks Church site.

The District Executive considered a report providing information regarding the potential for the operation of a producers market in Failsworth.

 

RESOLVED that the report be noted.

 

12.

To provide the District Partnership with an update on the Make the most of your money event held at Mather Street School on 11th July 2013.

The District Executive considered a report providing an update on the ‘Make the most of your money’ event held at Mather Street School on 11th July 2013.

 

RESOLVED that the report be noted.

Date of Next Meeting

The next meeting of the Failsworth & Hollinwood District Executive will take place on Thursday, 1st August 2013 at 7.00 p.m.

 

Please note that the previously scheduled meeting for Tuesday 5th November 2013, has been moved to Tuesday 12th November 2013.
