Obtain approval for the cost of Diggle
Retaining Wall Scheme and for the approval of the appointment of
the Contractor for the works. Costs for the scheme were obtained by
framework tender, the Council’s procurement process
RESOLVED - That:
the Contract for the works is awarded to Rowan Ashworth Ltd, who is
not on the framework contract
Option 1 - The preferred option would be to
award the scheme of Diggle Retaining Wall to Rowan Ashworth Ltd,
who is not on the framework contract. The implementation of the
scheme is essential to alleviate against flooding to a number of
properties on Huddersfield Road
Option 2 - The alternative would be not to proceed with the works,
which will leave the Council open to potential claims by residents
of Huddersfield Road whose properties currently flood as a result
of ground water that flows through the existing retaining wall,
which retains Oldham Council land
