Purpose:

To seek exemption from the Contract Procedure Rules under regulation 21.3 paragraphs (e) of the Contract Procedure Rules in that the Services which are required are of a specialist nature and the provision of the service is urgently required.

Decision:

RESOLVED - That:
1.To seek exemption from the Contract Procedure Rules to enter directly into a contract with Heritage Project Management for the provision of specialist advice in respect of OMA.
2.To award a contract to the Heritage Project Management for specialist advice in relation to OMA.

Reasons for the decision:

Option 1
The Council appoints Heritage Project Management by way of a contract procedure exemption as it has both specialist heritage expertise and detailed knowledge of the fabric of OMA.
Option 2
To undertake a procurement exercise with a view to obtaining competitive quotes for this specialist service.

To undertake a procurement exercise with a view to obtaining competitive quotes for this specialist service.
Preferred option
To appoint Heritage Project Management under a contract procedure exemption to provide specialist heritage support to the Council. This will significantly de-risk the project and, ensure that the conditions of the listed building consent and planning approval, are discharged.
