To seek delegated approval to modify the contract for the provision of the support and delivery of the Oldham Housing Strategy 2018-2021

RESOLVED - That:
For the Interim Director of Economy and Skills to approve the modification of the contract to include a household survey to support the delivery of the Oldham Housing Strategy 2018-2021

Option 1. Do not authorise any modification to the existing contract that is helping deliver the Oldham Housing Strategy 2018-2021.
Option 2. For the Director of Economy and Skills approve the recommendation to modify the contract with Campbell Tickel/Arch 4for the provision of support and delivery of the Oldham Housing Strategy 2018-2021.

Option 1. Do not authorise any modification to the existing contract that is helping deliver the Oldham Housing Strategy 2018-2021.
This would leave the Council without a granular layer of detailed evidence on which it would better understand its housing markets. In particular to complete the evidence base to produce a much more nuanced understanding of aspirations and current housing market activity. This more detailed evidence base would then help articulate with a higher degree of accuracy how the Council will meet the new housing delivery targets. These targets being required under the Greater Manchester Spatial Framework and the new national housing test of delivery proposed within the National Planning Policy Framework.
