Purpose:

As part of the development at Churchill Gardens by Keepmoat Homes, Afghan Park has been re-shaped with an area added to the original park and homes built on another part. This resulted in a better designed and located area of open space fronting onto London Road, however the work are incomplete. It has been agreed with Keepmoat Homes that they will pay the council a one off payment of £19,136 for the Council to complete the works to Afghan Park. This payment has been formalised into a funding agreement signed on 10th July 2018.
The area of Public Open Space at Afghan Street Park will have further improvements with the removal and disposal of overgrown shrubs, additional of topsoil to level off the area, seeding and installation of a tarmac path.

Decision:

RESOLVED - That:
To carry out improvements to and to support the ongoing future maintenance of Afghan Street Park public open space using resources secured from Keepmoat Ltd via a funding agreement dated 10/07/2018.

Reasons for the decision:

Option 1 - Do nothing: the council has entered into a legal agreement with Keepmoat to secure these improvements to Afghan Street Park. By not implementing the scheme, the Council would not fulfil their part of the agreement.
Option 2 - Different options for the type of path were considered which consisted of crushed stone or tarmac. The preferred option was tarmac as this is more durable and has lower maintenance implications in the longer term.
