Purpose:

The draft Greater Manchester Spatial Framework (GMSF) identified a number of strategic allocations for the delivery of housing and employment growth across Greater Manchester, including several in Oldham. Consultants have been appointed by Oldham, Bury and Rochdale to carry out high level concept planning for the Northern Gateway (NG), which includes NG2 and NG3.
The Council would like exemption to the Contract Procedure Rules to allow the existing contractor to continue and undertake concept planning for the remaining strategic allocations proposed as part of the Draft GMSF.

Decision:

RESOLVED - That:exemption to the Contract Procedure Rules is granted, to allow the concept planning for the remaining strategic allocations proposed as part of the Draft GMSF to be carried out.

Reasons for the decision:

Option 1 - to grant an exemption from the Contract Procedure Rules and allow IBI Group to carry out the high level concept planning of the remaining strategic allocations proposed as part of the GMSF.
Option 2 - to draw a line under the work done to date and re-procure a contractor to carry out the high level concept planning of the remaining strategic allocations proposed. This option would cause delays to the project and preparation of the GMSF.
